A facility (office and data center) is under going renovations to make it a 24/7 operation. The existing electrical system had transfer switches for both the life safety lighting and optional systems. These transfer switches are being removed and the electrical system is being reconfigured to have a generator large enough to completely back up the facility. The utility and generator feeds will now be supplying the system through a service rated automatic transfer switch. Is this permitted to be done in accordance with Article 700 & Article 702?

I think not. You still need to keep the emergency (700) systems separate from the optional (701 and 702) systems. I think you need two transfer switches.
