Yeah, a long time ago I bought that one. It's collecting dust in my basement. Total waste of money.

Install new lamp. If it works there was the problem. If the new lamp doesn't work, well your customer has a spare lamp & change the ballast. This is just one secaniro of how it might work. Probably not the most efficient.
I use mine mostly for testing fluorescent lamps. With the 'antenna' I can check them right through the grid if that's what's in the troffer.
For other HID lamps (HPS, MV, MH, etc.), if the fixture is out, my SOP is to replace everything if the customer doesn't have a scheduled maintenance plan.

Look, you asked for opinions on a particular tool. I have that tool. I have been doing electrical work for more than 30 years and think I have a clue.
I will stick with my first assessment of the tool. A total waste of time.
