Installing on front of wire trough, making it inaccessible

Hi all,

i have existing 8"x8"x2' trough which serves as a short service raceway. Can i install new trough or conduit in front of this trough and make it inaccessible from the front?
Trough would stay accessible from both ends if any work would be required in future.
Only reference i found was in article 376 and 386 and it would be similar situation as if this trough would pass through the wall.

There is this as well

110.26 Spaces About Electrical Equipment. Access and
working space shall be provided and maintained about all
electrical equipment to permit ready and safe operation and
maintenance of such equipment.

Sounds like a judgement call of whether or not access from the side panels allow for necessary access to what is inside.

May not be easy but still possible to access and pull new conductors if the largest conductors are say 1 AWG or smaller, but try to pull in some new 500 kcmil conductors and it may be impossible.
