AFCI protected receptacles in Senior Center

Are assisted living or memory care unit receptacles for seniors required to be AFCI protected as in a dwelling? Or is a Senior Center like a nursing home?:?

If you are under 2014 NEC you also need to rule out whether or not the AHJ would consider each unit to be called a "dormitory unit". And it would apply to all 15 and 20 amp 120 volt outlets in the space not just receptacle outlets.

Thank you. The definition of dwelling and multi-family dwelling is very clear to me.
I feel both memory care and assisted living both fall into the category of a dwelling. They both have sleeping, cooking and bathrooms.
I will make sure they are all AFCI protected.
