battery driven chair lifts

would a single disconnect or breaker lock be required to open both a cord and plug battery operating a chair lift motor with a factory installed disconnect on the load side of battery which kills the motor? Also same question but say the battery is not cord and plug.

Not fully certain what you are asking, but I'd say in most instances you would need disconnecting means between the equipment and the supply circuit (can be incorporated into the equipment as the first component the supply circuit lands on in most cases). Beyond the line side terminals of the equipment the NEC no longer applies IMO - but listing requirements may kick in and is the manufacturer's problem not yours.

This may or may not be equipment intended to be cord and plug connected - but a cord and plug where allowed is a disconnecting means.
