What's the best/safest way to clean lots of battery acid/corrosion from a UPS Cabinet?

Replacement?

You can chip out the solid chunks, wire brush out the rest, then scrub with a strong baking soda solution. Beware that if it's eaten in to the metal, those shelves won't be as strong as before, and you might have to deal with haz-mat on this.

Hard to tell how bad that actually is, but I agree if it has seriously eaten into the trays we would be calling the OEM for replacement.

I agree that the cheapest cleanup is simple baking-soda paste. The only thing we use in addition to that is a foaming battery cleaner that turns red if there's still acid present. This lets us know when it's truly neutralized and clean.
