GFCI protection...

I've been asked to perform repairs noted on a Fire Marshal Inspection at a Day Care / Pre-School. There is a water closet, toilet, light & vent fan and a receptacle in this room. My question; is the receptacle required to be a GFCI and or do the other items require protection?

If there's a receptacle already installed it has to be GFCI protected. The other devices do not.

If i was doing repairs in a day care center toliet (Water Closet) room, I would ground fault the receptacle.

I would also want to, but until the wording "water closet and a toilet" is clarified, I'm not sure its Code required.
