517.30(C)(3) Health Care Emergency Systems

The FPN of the 2002 NEC Handbook 517.30 (C)(3) discusses requirements of metal raceways for the emergency system of health care facilities. The note states "emergency system circuits CAN include services, feeders, and branch circuits". I am trying to figure out if the secondary service conductors from the utility padmount transformer to the service disconnect switchboard can be installed in PVC conduit or is required to be in metal conduit. The word "CAN" is confusing because all branch circuits in a facility would seem to have feeders and a service?

yes they can be run in PVC, these conductors are not part of the "Emergency System"

The handbook can muddy and confuse.

If the facility had some type of generating plant where they produced and maybe peakshaved some power that would be on the line side of a service rated transfer switch (in otherwords a primary source of power) and used this source under utility outage, the FPN commentary may apply.

Looking only at the text from the NEC, 517.30 would cover all the conduit (whether directly or indirectly) from the "Alternate Power Source" to the Patient Care Area.

article 90.5 (a) explains mandatory rule wording.
the word "can" is only a suggested method...
