Objectionable Current

I have tracked section 250.6 Objectionable Current Over Grounding conductors, back to 1940.

The numbers have changed over time, but the text is about the same today as it was then.

Does anyone have any documentation as to when this section was adopted, or the definition of objectionable current when applied to this section?.

Bennie I read once that objectionable current could be from electric trolley rails, the rails being the ground side of the circuit. This may of been in an ERICO publication. Since ERICO is Electrical Railway Improvement Company, there may be some validity to this version of objectionable current.
