Chapter 9, table 9 (for AC) in the NEC. "Ohms to neutral/1000 ft." is one of the basic units that you plug into the voltage drop formula.

Sorry yes, it's the way every value of AC resistance/reactance/impedance is given throughout Table 9 (Chapter 9), but I can't find anything to explain what "ohms to neutral" actually means or why those factors are measured that way.
