Ungrounded metallic flexible tubing

A condo complex that the company I work for is wiring was told by the electrical inspector to sleeve all wiring between the units ( fire walls ) in metallic flexible tubing to wear it enters into the oatmeal box. Is this OK? How do you ground the metallic tubing without using a metal box with a ground screw and proper connectors? If a metal cabinet, or structure is hung on the wall and the screw hits the tubing that could be hot then this could be a very serious condition so what should we do? He doesn't want metal boxes because they have holes in them and he won't let us use pvc or non metallic flexible tubing because it is flameable as is the sheathing on the wire.

A few questions, do you mean flexible metallic tubing or flexible metal conduit? Why is he requiring this? What is an oatmeal box? Does he not want the metal boxes because of a firewall issue?
