In this case I have a 4" pvc well pipe, with a submersible pump. At the top of the well there is an aluminum cap, does this cap need to be bonded.

The big question is: "Is it likely to become energized?" I'd like an answer to that myself although here we usally attach to it.

If this is the type of well cap that I'm picturing (has a threaded hump on the edge onto which you terminate the conduit), bonding to it is an exteremely good idea. I've seen many instances where the well pump wire, where it bends down over the edge of the cap's ring to go down into the well, gets a scuff mark in it and energizes the well casing. With metal well casing, this often trips the breaker. With PVC well casing, all you have it a hot well cap. Just my opinion, based on nothing but stuff I've seen happen.
