Grouding: 3 phases, GND, Neutral

Hello,
I have a service that has 3 phases, a neutral, and a ground. If I run this to a control panel, do I need to bond the neutral and ground in the control panel?

The grounded and grounded conductor are only bonded together at the service location. What you are describing is a feeder. The grounded neutral conductor and the equipment grounding conductor should be separated at the control panel and only the equipment grounding conductor should be bonded to the enclosure.
