20' of rebar

The steel rebar need not be one continuous length. You can conductively join multiple sections with the usual steel tie wires to create a 20 ft concrete-encased grounding electrode (Figure 250-103).

The above quote is from a Mike Holt e-mail titled Grounding part 6 of 12. Soares book on grounding says the same thing.

I have always been of the opinion that the 20'rebar had to be continuous but I am wrong. It seems to me that several pieces of rebar, tied together to total 20' might not be a good grounding electrode as the tie wire does not make a very positive connection. My view of this may be flawed but I wanted to get some opinions.
