would like a definition of OCCUPANT AS DESCRIBED IN THE NEC . WHILE CONTRACTOR IS WORKING ARE THE WORKERS AN OCCUPANT OR IS THE CLIENT THE OCCUPANT AFTER SUBSTANTIAL COMPLETION.

Workers are always workers, even when they occupy a building. Occupants are those that use the building for its intended purpose.

yes i agree workers are workers, are they considered what the code states (occupants)prior to substantial completion .

What code article are you interested in? How does a person being an occupant or not being an occupant matter in any way? If you are looking to apply a code definition or requirement to your advantage, it would help us to know what you have in mind.
