Are there any codes governing the protection of coaxial cable on the exterior of a building? The coax is used for video transmission of the surveillance cameras.

Yes there is. Although by definition it doesn't quite fit as CATV Article 820 or 800 would apply. Both are about the same in content.

Be aware what is required from the code isn't written to protect the equipment necessarily. For maximum protection becomes a design issue which is out of scope of the NEC.

Derek's right. From a design point of view you've got at least two issues to consider: surge/overcurrent protection for lightning and other hazards, and physical protection of the wire itself. In our wet climate we often run direct-burial cable in outside conduits, particularly underground, since these can pretty much be guaranteed to fill up with water over time. But you see a lot of regular indoor RG59 and RG6 stapled to the sides of homes and businesses out there with no protection at all. The cable and telco companies do this all the time.
