What type of system is when you have 240 volt between the phases and 240 volt to ground off of two of the phases but one is continuity to ground. Is that a 240 3-wire delta grounded or what?

The most proper, although not most common term would be, a 240V "corner-grounded" delta.

I 'm only asking because I have that system and looking to get 120/240 volt with the use of a transformer and concerned about disconnects and grounding

As far as the existing system, I would try to ascertain if the grounded phase is intentionally grounded and not just an accidental ground on an ungrounded system.
As far as your added transformer, there is no difference between the corner grounded, or ungrounded, you still follow 250.30
