Surge arrestor on line side

How can you legally connect the wires (say #12ga.) on the line side of a 250amp MB panel? My understanding was that the lug would need to be rated for more than one wire but we're also talking about two very different size wires (250kcmil for the service)Is soldering the two together an option? I don't want to do anything that would void the UL listing on the component or violate the NEC. Any clear explanation and/or references would be greatly appreciated!

I thought these got wired through a breaker??? Just like a BC. or actually on a BC???

Solder would be a violation of the NEC.

I agree with Petersonra. The device should probably be installed on a branch breaker. I usually size the breaker for the size of the leads(if the manufacturer doesn't list a breaker size). So I would put it on a 20A branch breaker.
