with a 400 amp resident service, not sure wire size, never did one before, would 2 3/0 paralleled cables per phase be enough in 2.5" rigid gal be acceptable for a mast entering the meter pan, then use 2-2" sch 80 with 2/0 se cable
one for 200 amp house panel and one 200 amp brk disconnect for a garage panel. i would use #2 gec to the water main and #4 from the panel & disconnect to bond the panels to #2,and #6 ground wire to the ground rod.

Not if they are in the same conduit. You must derate the cable by 80% so the 2-3/0 would = 160 amps. Why not use 2 500 kcm + neutral?

Your ahj can answer this. If you use 4/0 thwn up your mast, in the proper sized conduit, it will be good for 400 amps in any location. The 3/0's should be good for a residence, but again, check w/ your inspector.

Next,
Why use SE cable in conduit?...you can use 2/0 copper single conductors bcuz this is a residence. Much easier to work with.

According to 310.15B 400 kcm would be corect. If the caculated load was less that 350 amps, 350 would work.
If you use 4/0 thwn up your mast, in the proper sized conduit, it will be good for 400 amps in any location. The 3/0's should be good for a residence, but again, check w/ your inspector.
