Grounding Electrode at Separate Building

Am I intrepreting 250.32 correctly? It seems to require a grounding electrode system as required in part III, cold water, ufer, etc. I am working on a new school with a very large separate building from the service (45,000 sq. ft.) and all they call for is a ground rod at the dist. board. This seems to be a code violation.

If there is a means to connect to the cold water and install an encased electrode shouldn't that be done as per. 250.50? I have a hard time applying 250.32. In Mike Holts 2002 book and video he only shows a remote building but what about a large building with cold water etc.?
