Is there a code compliant calculation or rule of thumb for tapping a 200 amp single phase , 23 kw service from the line trough of an indoor 600 amp 3 phase multi-meter center containing 30 meters?

If you are tapping off the service entrance conductors on the line side of the 600 A service disconnect, then the tap conductors are also service entrance conductors and need to be sized to carry 100% of the load they will carry plus 125% of the continuous loads per Section 230.42.

Also remeber that the total load of the existing loads and the new loads can't exceed the rating of the service entrance conductors being tapped.
