What code rule allows this?

I know - the code is not permissive. The situation is the standard automatic transfer switch (Generac 12 kW in this case) with a sub-panel in with the switch. When running on Generator power, the conduit from the switch to the loadcenter contains one current carrying neutral and 12 hot conductors from the 12 CB's in the switch/panel.

I'm thinking that 12 hots and 1 neutral is prohibited. It's not just a large multiwire circuit. Can anyone help?

Mark the code is a permissive one and the equipment you describe is UL listed.

IMO it is fine.
