I believe (but I'm not sure) the building codes would usually prohibit this.
The answer is no if the PVC is ran in any air handling plenum, duct, or air handling space. See 300.22.
The answer is also no if it is ran in a place of assembly. For example in the cafeteria. See 518.
I think their may also be a building code that prohibits PVC conduit in buildings with more than 3 stories.
