210.19 2 reads:
(2) Branch Circuits with more than one outlet
Conductors of branch circuits supplying more than one
receptacle for cord-and-plug-connected portable loads shall
have an ampacity of not less than the rating of the branch
circuit.

So does this mean no more 15 amp recepts on a 20 amp circuit?:?

That section doesn't say anything about receptacles. It applies to the sizing of the branch circuit conductors. In the NEC you look to 210.21(B)(1) and (B)(3) for the receptacles.

Your branch circuit rating is determined by your overcurrent device (210.3). This section is stating that when your branch circuit supplies more than one receptacle which will have cord connected loads, the conductor has to be rated for the branch circuit.
This is due to the unknown nature of cord and plug connected loads.
240.4(B)(1) states basically the same.

The conductor rating can be subject to derating. After derating the conductor current carrying capabilities should be min the OC device rating when this section applies. Maybe the OP is refering to 210.21(B)
