Wall mounted panels or floor standing switchgear?
Then the answer is 'no'.
If you didn't specify them with bottoms, they won't come with them.
Standard is open bottom for floor standing units.

Then that could be OK depending on what the floor is made of.
If it is non-combustible you will be fine, if it is combustible you have an issue.
