We have a requirement to power a single 30A welder from a 40A circuit. The problem is - the 30A welder's power cord is furnished with a 60A plug. Can a 60A receptacle be installed on a 40A circuit and meet the NEC code?

See Table 210.24 as well as 210.20 and 210.21.

A single 60 amp receptacle is permitted on a 40 amp circuit. Look at 210.21(B)(1).
