Can ground be used as a substitute for neutral?

Application is a delta to delta transformer (480VAC TO 400VAC). The panel which is being feed by the transformer has a neutral treminal available, which is jumpered to ground treminal.

Sounds like a 250.30 issue. Namely, 250.30(A)(1). Can you verify if the jumper you are describing is the required system bonding jumper?

Could you describe your application a little more? SDS or buck boost?

250.20 might be good place to start.
