Dennis I'm glad that you got the correct interpretation to your question. As far as if the structure were attached and a #4 bond would be required that could start another round of discussions.

I thought 250.32 read pretty easy. Says if you need to size an EGC go to 250.122.

250.122(A) made it pretty clear that 12 was good to go for the EGC.

Drive a couple of ground rods and bond the steel if you want, but please do it for 250.4(A)(2)
