The grounding electrode conductor (GEC) per 250.64 (C) (1) 2014 NEC
allows splices but the splice must be irreversible compression connectors listed for grounding and bonding or by exothermic welding.

True, but if the OP is in fact asking about the GEC, I was wondering more about whether he is asking if it has to continuous to all electrodes or can it be broken into jumpers between the electrodes which it can be

i was refering about the EGC. going from the panel to cold water, water heater, water meter, does it have to be one long continous piece of wire

Just another point to consider, if the water service meets the definition of an electrode per 250.52(A) you may already have the 250.104 issue covered.
