Really 3 questions...
1. What concerns should I have about installing PVC conduit in sub-freezing weather (say around 15F)?
2. Is the glue OK to use after it froze and thawed out again?
3. Why would anyone wrap duct tape over a PVC to galv. metal coupling connection (which will be covered in concrete)?

3-- to keep the Crete juice out
 
i do know pvc is very brittle in cold and breaks easy. Not seen 15 degrees in several years. Anything below 30 is too cold to get out of bed here. I dont even like 40's here in SUNNY FLA

If the glue freezes you'll know. It will be thick and not work properly. Don't leave your PVC glue out over night.
 
well to rub it in some more with jim dug a ditch today in shorts and sweating like its the middle of summer. Of course it would be nice if it would get into the 50s around here
