And now he has to deal with the neutral up or down thing!Maybe the installer just couldn't stand any more ground up vs. ground down argument.:grin:
I prefer the neutral down for horizontal receptacles in wet locations.

As has been stated you won't find that rule in the NEC, and if you are in the Chicago area, you will find most dwelling unit receptacles install horizontal with the hot up.Well, I might need to start reading NEC code and get local code out of my head. Going from one state to another is confusing the************ out of me.
Its been at least for me when you mount a recepticle sideways the neutral had to be up not the hot.
