Well, if I went w/ 3 phase are you saying stick with 200A?
I'd do what a load calc dictates.

With 200 amp @ 208 volt 3 phase you can have a load of 72 KVA.Well, if I went w/ 3 phase are you saying stick with 200A?
Please elaborate on the extra demand charges. Balancing the loads won't make a huge difference in demand so are you talking about transformer kVA charges? Many POCOs only charge for metered demand.BY Using only 2 out of 3 available phases, you are doing your client a big disservice:
Their demand charges on their energy bill may be higher, since your total loads will be limited to 2 of the incoming lines. The total load on any one line will be higher, all other things being equal. This is one reason why it is critical to properly balance your 3 phase system to minimize the extra demand charges applied by the POCO.
