We have a 10 HP 240V pump for an irrigation system,where can we find the spec's for the correct starter size etc.?

Basically NEMA or IEC.

There's motor starter sizing charts pasted all over the net. Narrow down to manufacturer and model you want to use, then ascertain through their documentation.

That is because you need to make selection from the starter specifications and match the starter to the motor instead of the motor to the starter. Pick a controller brand and type and use their literature to select which one you need.

Hint- NEMA size 2 contactor is what will generally be needed for 10hp @240v three phase, if your motor is single phase it will need to be larger, probably NEMA size 3. Non-NEMA controllers have a wider variety of sizes - either way you need to use motor data and look at selection charts to find the right one.
