Vandalism at it's best. Someone hit this main breaker pretty hard.

I'm terrible at these. The top one looks atrocious, but I've never seen a anything like the second one to know if that's the wrong way to do it.

I will go with separate grounding electrodes for each service disconnecting means.

The PVC running from the panels down to the ground conceals the GEC from vandalism.

Did you notice that two services feed one j-box?

Yes, but that is not an NEC violation.

So, you can feed a common raceway from seperately metered, seperately "owned" power sources (same voltage) unmarked/unidentified? I'm having trouble wrapping my brain around that one.

Sure, why not?

Besides, in my opinion NEC wise this is one service with four service disconnects.

I agree 100%. Once those service conductors hit the OCPD that appears may exist in each meter enclosure, they're not service conductors anymore. The NEC does not prohibit mutiple feeders from coexisting in a common box.

Are those loadcenters in the top pic nema 3R? Sure dosent look like it to me!

There are TONS of old indoor panels installed outdoors in AZ. Some time in the mid to late 60's, someone realized it would be a good idea to make the equipment rain resistant if it was going to be outside :)
