We are grounding a SCIF for security reasons, is it ok to ground Nitrous Oxide, Oxygen and Compressed Air piping that is running thru the space?

(It helps when you explain abbreviations or acronyms not commonly used or well known.)

"Grounding" of this metal piping system would not be necessary nor required by the code. It may be required or advisable to "bond" normally non-current-carrying metal parts such as med gas piping to the electrical system and/or grounding system to protect agaisnt unintentional contact with energized parts or to prevent flashover during a lightning event.

Without knowing the particulars of the installations you are describing, a positive answer will be hard to provide.

I live in DC, SCIF is a very common term here. We are constructing a SCIF below a dentist office. There is medical gas piping penetrating the slab and will be ruining thru the space. The certifier is asking that we ground the piping. I do not have any experience with medical gas, is this OK to do?

The fundamental rule is Section 250.4(A)(4). Unless the location has been classified for some reason, there is no more specific requirement nor prohibition.
