grounding 400 amp CT service

Where do you ground/bond this service, at the CT cabinet or the panels? Do we install two ground rods and connect them to one of the 200 amp panels or do we go from one panel to the ground rods then to the 2nd panel? We have a difference in thoughts here.

The CT cabinet must be bonded. The most common method in this area is to bond it by attaching the grounded conductor to the cabinet but it can be bonded by grounding to the service disconnect by 250.118 raceway or a conductor.
Connection to the ground rods and any other electrode can connect at any point from the end of the service drop or lateral to the grounded buss at the service disconnect (see 250.24)
That connection can be made in the CT cabinet unless POCO does not allow.
If you elect to make the connection to the service disconnects you must connect to both as noted in 250.62(D)

Both.

I would opt for the GEC to be run to the CT cabinet. If the power company has a written prohibition from this, I would connect each service disconnect to the grounding electrode system. Also, see 250.58.
