Is it stated anywhere in 70e that the switchgear should be in good woring order" before " having a arc flash study started ?

All the information is taken from the equipment or from a owners manual when the equipment was new. So the fault current and opening times becomes higher and longer if it wasn't maintained to begin with so the labels won't be correct. :?

It is not common for this to be done before.
However, most reports contain verbiage saying the results are invalid if equipment has not been maintained.
In 2009 70E blatantly stated that equipment must be in proper working condition
