Yes. Reference 225.30(A). But I think it is more likely to be appropriate to call this an "Optional Standby" system, rather than "emergency."

I agree with Charlie and will add that if you actually have 'emergency' circuits they will have to be kept separate. If the circuits are as Charlie said 'optional standby' then they can be mixed with the normal wiring.
Make sure you include disconnects in the building for the circuits you bring over.
