Exterior residential 200 A main line conduit

In Washington state can you bring in the main service (residential) and run the conduit not underground but connected to the building. Meaning that the service comes in from the pole, runs down the building to the meter box and then runs approximately 60 ft. around the building to the main 200 A service box. Do you require a disconnect as in commercial applications?

No difference between dwelling unit and non-dwelling units, every electrical service requires a disconnecting mean(s).
What Washington does is restrict the allowed wiring methods for service entrance conductors and the distance into the building. You are limited to 8 wiring methods and 15 feet of raceway after it enters the building. Most electricians will say its 15 feet of conductor, but that was changed about ten years ago.
