I'd say it's not a violation since it is easily removed. No different than a panel in a closet that complies with Art. 110 when the closet door is opened.

I'd say it is a violation, as it is stored there. I wouldn't lose much sleep over it, but ask yourself if you would include it on a drawing for plan review.

Is a roll-around tool box always positioned in front of an industrial control panel considered storage? Is it OK because it can be rolled out of the way?

i found this one last saturday on a trouble call to a strip mall store...
owner had me come out to check the AC, and i wanted to see if the
breaker was cooked in the sub panel.

tenant had replaced the hot water heater all by themselves.
they forgot the toolbox wheels on the bottom of the hot water
heater... 50 gallon one, covering the panel. you can't remove the
panel cover screws to get the cover off.

But they did put the seismic strap on it.

good point. i'm surprised they didn't attach the strap to the panel cover.

the owner of the property is a new customer. nice guy.
next week or so, i'm gonna do an IR scan on all of his
properties, looking for hot spots while everything is
heavily loaded with AC's all running, then plan for fixing
all of it. lotta zinsco and FPE stuff, all of it in poor shape.

in two weeks, he's had two meter sections have a
leg fail between the meter, and the main. one was a burnt
up lug on the breaker, the other one was a burnt up test block.
