Something's missing. I am afraid to open anything. Neat looking job by a hack.

Is it no lock nuts between the two boxes, for a start?

No locknuts
Lotsa tech screws everywhere

This is the tip of the iceberg! My guess is 99% of the j-boxes do not have covers, even laying on the floor.
Bushings? What's that?
Level, plumb, square? No way!

Could keep a sparky or two busy for a month or so!

The original threads for the screws are machine thread...why not just replace with machine thread screws?

what would you rather see, no screws which what was probably there before someone worked in there or tek screws holding the cover on? What if I used a machine thread Tek Screw:D

No loc nuts? BAD.... Tough fix - unless the AHJ will allow you to bond it with bushings on both sides.....

Tek screws - BAD.... But easy fix, even if stripped out past a #10/32 a #12 tap is fine - even new ones at 10/32....
