Multiple Service conductor sizes

I have a single padmount transformer which feeds (1) building with multiple tenants. The owner has a 2000A service and the (4) tenants each have a 200A service.
I plan on a CT and meter to feed the 2000A service entrance panel and a meter rack with a wireway or duct to feed the (4) 200A services. Each would have a meter and a CB at the meter.

Do I have to feed both the 2000A SE panel and the duct for the (4) meters with conductors sized for the full secondary rating of the transformer? Or can I have one set of conductors sized at 2000A and another sized at 800A?

230.90 seems to tell me that they can be different sized conductors but I am unclear on this.
