Substantiation:

Extraneous "-" between number and "m".

And why, if there is a standard style, are both '15 ft" and "12-ft" acceptable?
Is one the noun use and the other the adjective use?
I think you may be overlooking that some code references have one usage while others have the other...

When spelled out in full, we have in one case a distance of fifteen feet, and in the other we have a twelve-foot classification (and compound adjectives normally require a dash.)

Again there is no confusion here, no one is mis-applying the code rule and there is absolutely no reason for a change.
