Why do they use 105% instead of 5% in the Mike Holt book?

In the ranges section on the calculations they use 1.05 for 5 percent instead of .05, they also do the same thing for 20% as 1.20. But, in other sections of the book they say 125% and use 1.25 instead of 25%.

If you increase something by 5% you multiply by 1.05. Or you multiply by .05 and add to the original.
If you take 125% of something instead of adding 125% to something, then you multiply by 1.25.
It all depends on what the % is referring to or being used for.
100V +/- 5% is either 100V +/- 5V or between 95V and 105V. Either process gives the same final answer.
But 125% of a continuous current of 100A is 125A
