Dual Rated Lugs

2 Questions,

(1) What do Dual Rated Lugs have in them that make them capable of accepting copper or aluminum.

(2) Does the Dual Rating apply to the body of the Lug also, or, just the conductor going into it?
Example: Bolting an aluminum lug to a copper buss would require a dual rated lug since the aluminum contacts the copper and vise versa for copper lug to aluminum buss?

My guess is it is mostly about the alloy the lug is made out of. I believe they are high in aluminum content, but not sure what else may be in them.
