GFCI breakers on 208V ungrounded site lighting

I have a site lighting retrofit project. The existing underground branch conductors do not have an equipment grounding conductor. The site lighting voltage is 208v. I have tried to pull out the old wiring and install a EGC. I am unable to move the existing wiring. Can I install 2 pole GFCI circuit breakers to protect the system in lieu of installing EGC's much like protecting 2 wire ungrounded receptacles in a residence?

I think that is a wise idea even if it is not totally supported by NEC, certainly better then doing nothing at all about equipment grounding or maybe worse yet driving a ground rod and thinking that will be a suitable EGC.

I can also say depending on how much distance you have on runs there could be enough leakage via capacitive coupling that you could have nuisance trips.

If you have metal raceways they may have been originally intended to be used for EGC.
