We are installing conductors in a lineup of switchgear. Can this space be considered free air and increase the ampacity rating of these conductors?

The NEC does not specify ampacity for conductors which are contained in their entirety within an enclosure. The NEC specifies allowable ampacity, adjustment, and correction for the conditions of use between enclosures, cabinets, boxes, and other terminations.
For conductors contained entirely within an enclosure, perhaps NFPA 79... but I'd just base it on the NEC minimum size to comply with 110.14(C) and 240.4.
