Is it legal to use EMT outdoors. There seems to be much discussion about this among many electricians I speak with
Along with Ron's post, are you sure these are electricians discussing this? Even if they are not aware of the article section Ron posted surely some of them have heard of "Raintight EMT Fittings" which in itself would be the answer to the question.

Washington won't allow EMT embedded in concrete, or for service entrance conductors, or below grade.
Also please keep in mind not every outdoor location is a wet location.

In New York City EMT is not permitted in wet locations.

Interestingly, NYC amendments indicates to delete the Subsection 358.10(C) (Wet Locations) in its entirety, but doesn't add Wet locations to 358.12 (Uses Not Permitted).

Some feel that EMT is ok in NYC wet locations, since it wasn't added to 358.12 and you are just not encumbered by the special requirements set forth in 358.10(C) for wet locations.......

By deleting the permitted use in it's entirety the wiring method becomes prohibited so no need to add it to the Uses Not Permitted.
