The new Chief Electrical Inspector for the state of Kentucky appeared in front of the Electrical Advisory Committee to vouch for an individual to be temporarily certified as an Inspector General so he could become a Kentucky State Electrical Inspector. First of all in the entire history of this office no person has ever been given a temporary certification to fill this position. If that were not bad enough it turns out that this individual has had his Electricians license terminated since August of 2010 but has 36 hours of continuing education recorded(6 years worth). How is this possible? By lying to your past employer of the past 11 years about the status of your license that he has been paying for. Also this individual has only residential electrical experience with the exception of a subway restaurant, a small dining hall and a tackle shop over the course of the last four years.

Furthermore under 815 KAR 35:015. Certification of electrical inspectors.
Section 4. Applications Requirements for Temporary Certification. (1) Before an applicant may sit for the examination for temporary certification as an electrical inspector, the applicant shall:
(a)1. Have at least five (5) years of experience immediately preceding the application in the installation and design of all types of:
a. Residential wiring systems installed in accordance with the National Electrical Code, if the applicant is applying for certification as an electrical inspector one (1) and two (2) family; or
b. Residential, commercial, and industrial wiring systems installed in accordance with the National Electrical Code, if the applicant is applying for certification as an electrical inspector general.

Now rumor has it that the Chief Electrical Inspector has found a local electrical inspector who will attempt to verify this individual has industrial wiring experience derived from helping wire a pole barn in romex that the owner is now making picnic tables in. My question is now

1) Would that actually be defined as industrial wiring experience?

2) Did this local electrical inspector know what was going to be manufactured there?

3) Wouldn't that sort of production require the electrical installation to be classified and installed in accordance with NEC Article 502?


In addition under 815 KAR 35:015. Certification of electrical inspectors. Section 4. Applications Requirements for Temporary Certification. (2) If an applicant is not able to demonstrate compliance with the experience requirements established in subsection (1)(a) of this section, the applicant may request to appear before the Electrical Advisory Committee to establish his background in electrical construction familiarity through other means. The Office of Housing, Buildings and Construction with recommendations from the Electrical Advisory Committee shall:
(a) Review the documentation; and
(b) Approve the applicant if it is satisfied that the level of exposure to construction practices is substantially equivalent.
(3) An applicant shall receive credit earned for an electrical course satisfactorily completed from an accredited vocational school or college on a year-for-year basis. Credit for education to replace an applicant's experience requirements shall be limited to a total of two (2) years.
(4) The Electrical Advisory Committee shall review an applicant for temporary certification to determine his eligibility to sit for the examination.
(5) Temporary certification shall expire at the end of nine (9) months from the time of initial certification and shall not be reissued.


It is my understanding that this individual has already failed the test for Commercial Electrical Inspector twice.

I would like to see someone put that on a job application and claim that as industrial experience.:happysad:

My understanding is that is exactly what the Chief Electrical Inspector is going to try to present as justification of industrial experience to either the Personnel board's hearing or the next Electrical Advisory Committee's meeting or both.

It's always interesting reading about "Other's" rules!

Our State makes rules with a GS # in front of the rule, it keeps things in perspective
a little more.

Using just their own General Status and all the other laws that already exist should be
the CE's statement and he should be enforcing that!

You can't make this stuff up, it's sad.

why do I suspect there is more to this story that is not being presented.
There is. They only want to pay $ 29,122 starting with a 5% increase after a 6 month probationary period and they cannot find anyone to take the job that is already a certified Inspector General so instead of getting the pay increased to interest qualified candidates the nitwits in the office of housing building and construction decided to do an "experiment" and train someone to be an electrical inspector. But instead of trying to find someone with ample qualifications for the job they went with a residential wireman with a terminated electrical license who apparently likes to lie about everything to be the next person responsible for ensuring proper electrical installations of multi million dollar projects on Kentucky state property.

If you want to try an experiment you should probably start with the best stock you have to put in the petri dish shouldn't you?
