I am feeding a trailer, (pull behind. ) From a 60 amp generator to a 60 amp panel. Separate ground and neutral from generator to panel, does the ground and neutral have to be separate and why and what section in the nec

Please review 250.20, 250.30, 250.34 and 250.35.
If the generator is a SDS, then you need a SBJ, where depends on the generator OCPD location.
With the generator, just like a service, you need grounding, bonding,a bonding jumper, and a grounding electrode system if its a SDS.

You can always drive a ground rod, but IMO your question can't be answered with the information you have given. Did you review the code sections Tom posted.
